Franklin Harrison Batt, pictured here in a passport photo taken last week, is now a US citizen. He did ok on the civics test, but he kept asking why we needed an Electoral College. We went to AIT in Kaoshuing and made a Consular Report of Birth Abroad. His passport will arrive in the mail in about two weeks.
